Abstract

This chapter explores how public policy and political activity along the transitional justice dimension of post-1990 Chilean politics displayed the kind of risk-averse behaviours suggested by the notion of ‘transitional enclaves’. A succession of Concertacion presidents proved unable or unwilling to force unequivocal acknowledgement and repudiation of dictatorship-era crimes, unless and until occasional civil society ‘irruptions’ provoked policy innovation designed mainly to contain, rather than embracing, continued pressure for human rights change.
