Abstract

The study assesses the effectiveness of public private partnership (PPP) model on housing delivery. This is a study of three selected housing agencies (Lagos State Ministry of Housing (​LSMH), Lagos State Development and Property Corporation (​LSDPC​) and New Towns Development Authority (​NTDA​) in Lagos State. It is based on a review of literature and a survey of the staff of the three selected housing agencies. A total of number of 120 questionnaires was administered to the respondents out of which 107 were retrieved and used for the study. The participants were randomly selected. The descriptive statistics of frequency table and simple percentage were utilized for analysis of data collected to achieve the study objectives. Furthermore, the inferential statistics based on Pearson Chi-square ​was used to test stated hypothesis at 0.05 alpha level of significance with the aid of Statistical Package for Social Sciences (SPSS) version 16.0. Results show that there is difference in staff perception of government intention of adopting PPP model for housing delivery in Lagos State. Results further show that there is a significant impact of effective usage of PPP model on housing delivery in Lagos State​. ​Based on these findings, it was recommended that Lagos State Government should promote the use of other models such as Design-Own-Finance-Operate (DOFO) and Buy or Lease, Complete, Operate or Maintain (B/LCO/M) to develop innovative processes for private sector involvement in PPP housing projects. Also, Lagos State Government should consider the use of other less used PPP models such as Design-Build-Finance-Operate, Build-Lease-Transfer (BLT) and Service Management in attending to the housing need of the State. Lagos State Government should also improve on the processes of Housing Project Delivery using other PPP models that are not used in this study.
