Information and Communication Technologies as the Indicator of the Development of Economy of Knowledge

Abstract

The paper deals with the problem of information and communication technologies as the indicator of the development of economy of knowledge. The term “knowledge economy” is widely used to define this type of economy, in which knowledge plays a crucial role, and the production of new knowledge becomes a source of socio-economic development. The emergence of the knowledge economy was predetermined by the rapid development of information and communication technologies. Different approaches to the measurement of the knowledge economy determine the level of development of information and communication technologies as one of the most important indicators. Government programs to support the development of info-communications are an important tool for increasing the country's global rating in terms of the development of the knowledge economy. We made the conlcusion that in order to increase Russia's place in well-known international rankings assessing the development of the information society and the knowledge economy, it is necessary to improve the access infrastructure that allows the use of ICT at any level (population, business, government structures) in accordance with the chosen strategy. Participation in international rankings is not only of economic, but also of political importance, and will also allow you to develop your own criteria and assessment methods, taking into account national specifics.
