Abstract

This Paper provides a scoping of major human rights challenges faced by online intermediaries, along with a set of proposed guidelines for better practice across six key areas: Expanding Access, Net Neutrality, Moderation and Removal of Content, Addressing Privacy Concerns Online, Transparency and Informed Consent, and Responding to State Attacks on Freedom of Expression.

The Paper was published by the Centre for Law and Democracy, a Canadian-based NGO, with additional submissions by the Arabic Network for Human Rights Information, the Centre for Internet and Society, the Centro de Estudios en Libertad de Expresión y Acceso a la Información (CELE), Open Net Korea, Tamir Israel and Christopher Parsons.
