Abstract

The Land Acquisition, Rehabilitation and Resettlement Act, 2013 (LARR) has remained one of the largest bottlenecks for the Indian state’s developmental agenda. Different sides of the development story have argued for or against the provisions of LARR, based on competing values. However, only few studies have attempted analyzing the state’s innovations in land-management that surpass the provisions of LARR. We give an overview of one such innovation by Karnataka government, which eased the land “acquisition” process remarkably, and attempt to analyse the causes of its success.
