Violência urbana, insegurança e turismo na ‘Cidade do sol’ (Natal/Rn/Brasil) (Urban Violence, Insecurity and Tourism in ‘City of the Sun’ (Natal, RN, Brazil))

Abstract

Portuguese Abstract: O tema da violência e sua relação com a atividade turística é o assunto sobre o qual se debruçou a presente pesquisa cujos principais eixos foram: investigar se existe uma relação entre as áreas de maior incidência da violência homicida em Natal e os espaços de maior fluxo de turistas na cidade. Buscou-se a partir de dados secundários fazer estatisticamente um comparativo entre os espaços em que predomina a violência homicida na capital e os espaços de circulação de turistas. A análise encontrou subsídio quantitativo nos dados obtidos principalmente através da série Mapa da violência, de Waiselfisz (2000, 2010 e 2014), e em Hermes, Alves e Brandão (2015). Buscou-se ainda compreender a sensação de segurança/insegurança percebida pelos visitantes nos espaços turísticos locais, de modo a captar uma parte da dinâmica da violência urbana marcada por furtos e roubos, procedendo assim a uma pesquisa de vitimização com turistas, realizada por meio de questionários. Também através de entrevista realizada junto ao representante da deatur/Natal (Delegacia Especializada em Atendimento ao Turista), buscou-se ouvir o que o poder público tem a dizer a respeito da crescente violência na cidade e de que maneira especificamente no que diz respeito ao turista, a deatur tem enfrentado o problema. Como conclusões do estudo, a pesquisa pontuou que, de fato, os espaços pretensos ao turismo não coincidem com aqueles em que impera a violência homicida, e que a cidade privilegia determinados espaços que, voltados à demanda turística, são alvos de investimentos e políticas públicas cujo objetivo é dotá-los da infraestrutura e segurança pública.

English Abstract: The theme of violence and its relation with touristic activity is the subject which this research has been elaborated on, whose main pillars were: to investigate if there is a relation among the areas of bigger incidence of homicide violence in Natal and the spaces of bigger touristic flow in the city. It was pursued, starting from secondary data to make statistically a comparative among the spaces where predominates the homicide violence in the capital and the spaces of touristic circulation. The analysis found quantitative subsidies in the data obtained mainly in the series Map of violence by Waiselfisz (2000, 2010 e 2014) and Hermes et al. (2015). It was also pursued to comprehend the feeling of security/insecurity felt by the visitors in the local touristic places, in order to capture a part of the dynamic of the urban violence marked by thefts and robberies, resulting, thus to a victimization research with tourists, accomplished by means of questionnaires. Also through interviews carried out with the representative of deatur/Natal (Police Station Specialized in Attending Tourists), it was aimed to listen to what the public power has to say regarding to the increasing violence in the city and in which ways, specifically towards the tourists, deatur has faced the problem. As conclusions of the study, the research pointed out that, in fact, the spaces intended for tourism do not coincide with those in which homicidal violence prevails, and that the city favors certain spaces that, aimed at tourism demand, are targets of investments and public policies whose objective is to equip them with infrastructure and public safety.
