Abstract
The title of this book reflects the sense that there has been a traceable international movement over the last decade or so in support of criminal sanctions for cartel conduct. The movement may be taken to reflect a growing view amongst legislators and enforcers around the world that so-called ‘hard core’ cartel activity necessitates sanctions that are tougher and more effective from the perspective of deterring prospective cartelists. In fact, however, the movement is complex and multi-faceted.
