Abstract

The present report addresses the case study in Bulgaria about the growth of the Blue economy for solving the economic risk problems emerged by the incidents in the Black Sea. A growth of the Blue economy could be achieved by promoting maritime research, improvement of personnel skills and access to research. Cross-sectoral cluster cooperation is an example of a good practice in solving the economic risk problems about the Black Sea incidents. It is based on shared capabilities and common interests.
