Evaluation Index System of Urban Rail Transit and Land Use in TOD mode Based on Fuzzy Modified DEA Model

Abstract
TOD (transit-oriented development) model can well integrate urban public transportation with land use, which is of great significance to solve the existing traffic problems in urban development. The construction of public transportation in China is often to solve the traffic congestion caused by the high land use density and population agglomeration in the old urban areas. Therefore, the TOD mode in China is faced with the problems of complex functions, high density of built-up areas and complex land use attributes. Therefore, it is necessary to study the evaluation of the coordination relationship between urban rail transit and land use in TOD mode. Based on the fuzzy modified DEA model, this study analyzes the evaluation system of the coordination relationship between urban public transportation and land use in TOD mode, and obtains a better evaluation of the coordination relationship between urban rail transit and land use. First of all, analysis of urban public transportation and land use TOD mode, the relationship between urban rail transportation and land use coordination evaluation index system, the system as part of the multiple input multiple output, and inconsistent indicators dimension characteristic, USES based on take input "preference" and introduce fuzzy transferred to the output fuzzy correction, it is concluded that the various indicators of urban rail transit and the impact of land use coordinated development degree.According to the simulation results show that only through the strong objectivity DEA evaluation method to evaluate the results may not conform to the actual needs, by introducing fuzzy correction will make evaluation result more reasonable, makes the construction of communication system in accord with the actual demand at the same time, the evaluation of the construction scheme of low input yield, reduction of urban rail transit and land use system of construction cost and resource waste. There are some deficiencies in the application of TOD principle in Chinese cities. The model is scientific and reasonable through fuzzy modified evaluation results, and at the same time conforms to the principle of cost-effectiveness analysis, which has a good guiding significance for the evaluation of urban rail transit and land use coordination.
