Abstract

COVID-19 raises important questions about rights and responsibilities - both individual and collective - in the face of global emergencies. This paper compares relevant provisions under several constitutions, concluding that what we have the right to do is not necessarily what we should do.

Keywords: comparative constitutions, international law, COVID-19, rights and obligations
