Abstract

The global outbreak of the COVID-19 epidemic in 2020 has shifted the world's focus from counter-terrorism to epidemic prevention, yet the act of counter-terrorism cannot be ignored. This paper first attempts to understand Jihad from the perspective of Islamic law and then analyzes possible post-epidemic acts of terrorism. It then focuses on the FTF, not only in terms of the status of its members but also in terms of the pre-epidemic preventive measures taken by states, such as deprivation of citizenship or nationality. However, it is worth considering whether prohibiting FTFs from returning to their home countries by depriving them of their citizenship or nationality in an epidemic is a violation of their right to vaccination. Finally, the question of whether it is appropriate for the military to take over counter-terrorism operations that would otherwise belong to the police is explored.
