Navigating the FinTech Frontier in Morocco: A Delphi Study of Expert Perspectives

Abstract
In this research, we used the Delphi method as a structured approach to identify, rank, and prioritize the challenges associated with Morocco's burgeoning Fintech sector as well as the strategic actions that have the potential to drive its development. The study involved a broad array of representatives integral to the Fintech ecosystem, thus facilitating the contribution of their expert insights and professional perspectives. Through a rigorous three-phase process, an initial list of 210 challenges and 235 actions was refined and consolidated to 35 challenges and 37 actions. The final phase had experts rank these items based on their perceived importance and urgency. The process culminated in the identification of two discrete sets: the 12 challenges and the 12 actions considered most critical. The results highlight the need for a fine-tuned regulatory environment, greater collaboration between traditional banks and fintech startups, alongside dedicated support for these startups. The study contributes by shedding light on key elements that can guide policymakers and industry professionals in enhancing the Fintech sector in Morocco.
