Abstract

Singapore takes an incremental approach towards shaping disability policy. This article explores the Enabling Masterplans, the roadmap that outlines inclusivity for people with disability in Singapore, emphasising the interplay between government policies and legal provisions. While the country lacks explicit national disability legislation, it has made strides through the Enabling Masterplans. The article traces their development, highlighting key milestones, challenges and shifts in policy paradigms in three ongoing areas of education, employment and public education. it evaluates disability policy thus far and contemplates the potential role of legislation in fortifying the commitment to disability rights and fostering a more inclusive society.
