Abstract
We are entering an operating regime characterized by tighter coupling, thinner buffers, institutional lag, and sustained cognitive load. In law, risk, and governance, familiar responses— more controls, more tools, more training—can now generate drag, noise, and false confidence rather than clearer judgment.
This paper argues that the missing element is a design constraint—not another platform or policy library: coherence—the capacity of people and institutions to maintain judgment integrity under load. In practice, coherence is the alignment of three functions at the moments that matter: grounded perception (seeing what is there), disciplined reasoning (conclusions that follow from facts and obligations), and accountable memory (the ability to reconstruct and defend decisions under scrutiny).
Generative AI is treated here as a prominent accelerator and mirror of this broader regime, not the root cause. Drawing on cognitive neuroscience, human factors research, and enterprise studies, the paper maps where coherence frays first (inside people, inside organizations, and in the surrounding field), why conventional governance moves often miss under velocity, and which lightweight design patterns can preserve signal without paralyzing execution. The goal is practical: help stewards operate at speed while keeping judgment intact.
