Abstract
The five principles described in this paper are quantum-inspired classical algorithms-not actual quantum computing on physical quantum hardware. They borrow mathematical frameworks from quantum mechanics (eigenvalue decomposition, combinatorial optimisation, probabilistic superposition, annealing) and apply them to classical computation to solve governance problems more intelligently than traditional linear methods. This distinction is intentional and important. The results are real, deployable, and running on standard cloud infrastructure today-without requiring access to a quantum computer. Where future quantum hardware integration is discussed, it is clearly labelled as a forward-looking research direction.
