Russian Abstract: Статья посвящена проблемам доступности финансовых ресурсов для развития малых и средних предприятий (МСП); обоснованию концепции партнерства банков и МСП региона, определению совокупности мероприятий, обеспечивающих возможность создания и укрепления основ такого партнерства.

English Abstract: The article is dedicated to the problems of financial resources availability for small and medium business’ development; it considers the conception of banks and small and medium business partnership in the region, describes the measures, creating the basis for such partnership.
