Abstract

In an urban context marked by the high price and the scarcity of mobilisable land, the space vulnerability, the difficult topography, the challenges of natural hazards, etc. The city of Al Hoceima, located in the Eastern Rif of Morocco, recognizes governance and control problems of urbanization. The report of the territory challenges and its state of place is the basis of the present research. This study focuses on the planning policy analysis of the space, in the choice of the sites of the public facilities implantation within the framework development of the regulatory urbanism documents. The study of the geographical distribution of the existing and the projected equipments is done by the modeling of the choice factors. Also, it is done by the combined use of the method of the Hierarchical Polycriteria Analysis (AHP) and the functionalities offered via the Geographical Information System (GIS).
