English abstract: The WTO’s discussions on investment facilitation for development, going forward, should reflect on five key issues to achieve a broadly acceptable outcome: the scope of a framework; the development dimension; the balance of a framework; ground-level practical input; and capacity building.

Chinese abstract: 为进一步达成广泛可接受的结果，WTO关于促发展的投资便利化讨论应关注以下五个关键问题：框架的范围；发展的维度；框架的平衡；底层参与和参与能力建设。
