Abstract

Russian Abstract: Рост заболеваемости COVID-19 в начале апреля показывает, что пик пандемии в мире еще не пройден. Рейтинговые агентства Morningstar и Fitch прогнозируют сокращение мирового ВВП в 2020 г. на уровне 1,4 и 1,9% соответственно, при этом наибольший экономический урон от пандемии, согласно прогнозам Morningstar, получит Китай. Большинство ведущих экономик мира разворачивают масштабные программы по предоставлению бизнесу финансовой помощи для выплаты зарплат работникам. Ряд развивающихся стран используют традиционные монетарные меры в виде снижения ключевой ставки, увеличения лимитов операций постоянного действия и прочие меры поддержки ликвидности денежного рынка.

Эпидемия коронавируса, срыв сделки ОПЕК+ и последовавшее резкое снижение мировых цен на нефть негативно отразилось на фактических нефтегазовых доходах федерального бюджета РФ в марте 2020 г. Начавшийся экономический спад в национальной экономике может привести к сокращению также и ненефтегазовых поступлений в федеральный бюджет. Актуализируется проблема использования накопленных в Фонде национального благосостояния (ФНБ) резервов. Оптимальным представляется использование фонда исключительно в качестве стабилизационного механизма балансирования федерального бюджета, включая как компенсацию выпадающих нефтегазовых доходов, так и финансирование пакета антикризисных мер.

English Abstract: An increase in the incidence of COVID-19 in early April shows that the peak of the pandemic in the world has not yet passed. The rating agencies Morningstar and Fitch forecast a reduction in world GDP in 2020 at 1.4 and 1.9%, respectively, while China will receive the largest economic damage from the pandemic, according to Morningstar forecasts. Most of the leading economies in the world are launching large-scale programs to provide financial assistance to businesses for paying salaries to employees. A number of developing countries use traditional monetary measures in the form of lowering the key rate, increasing the limits of continuous operations and other measures to support money market liquidity.

The coronavirus epidemic, the disruption of the OPEC+ transaction and the subsequent sharp decline in world oil prices negatively affected the actual oil and gas revenues of the federal budget in March 2020. The economic downturn in the national economy that could lead to a reduction in non-oil and gas revenues to the federal budget as well. The problem of using the reserves accumulated in the National Welfare Fund (NWF) is actualizing. It seems optimal to use the fund exclusively as a stabilization mechanism for balancing the federal budget, including both compensation for shortfalls in oil and gas revenues and financing a package of anti-crisis measures.
