Abstract

The development of research on public organizations has shown that public organizations are faced with a new paradigm movement in their management system, starting from the public administration (PA), the New Public Management (NPM) and the last paradigm known as the New Public Governance (NPG) approach. The transformation paradigm above have driven the change in the management practice in public organizations. Strategic management practices in the private sector today are also widely implemented in the public organization including strategic decision making approach at managerial level. Besides the strategic decision making approach, the agility of public organizations also becomes an important capacity to respond to the environment changes and strengthen to the strategic decision making approach. This paper aims to provide a research framework in recognizing the pattern of strategic decision making approaches in public organizations and how their impact to service performance (measured in terms of efficiency, effectiveness and equity) with the role of organizational agility.
