Abstract

Decentralization is a complex discourse involving multiple players which includes geographic entities, societal actors and social actors. These include global, national as well as regional and local actors. Nations across the world in developed as well as developing nations have shifted their systems of governance from a centralized one to a more decentralized, with the idea that decentralization increases citizen participation in the process of governance and development. Zambia and India since independence from the British governance have implemented decentralization process of governance. This article compares the decentralization in the two countries. The researcher reviews related studies conducted in Zambia and Kerala (a state in India).Kerala is chosen as a reference for India owing to its massive achievement in the decentralization phenomena and convenience for the researcher.
