Abstract

The paper dwells upon Russian and non-Russian approaches to the assessment of innovation. Since the analyzed approaches are subjective, the paper proposes an assessment algorithm. The theory behind this research focuses on the fuzzy inference algorithms. The implementation section is to clarify the capabilities of such algorithms. It is proposed to use ANNs based on preexisting knowledge to evaluate the conditions of technological entrepreneurship, which is integral to innovation. As part of this research, a standard neural network has been modified to account for external and internal factors affecting such entrepreneurship, as such modifications enable more flexible assessment.
