Bulgaria: COVID-19 as an Excuse to Solidify Autocracy?

Abstract

Could the COVID-19 crisis be used as an excuse to solidify autocracy? EU Member States in which the rule of law is undermined such as Bulgaria seem to illustrate that autocrats use the state of emergency as a smokescreen for their own agendas aimed at weakening democracy and the protection of human rights.
