СТРАТЕГІЧНІ НАПРЯМИ З ПІДВИЩЕННЯ ЯКОСТІ ОСВІТИ УНІВЕРСИТЕТІВ УКРАЇНИ (Strategic Directions for Improving the Quality of Education of Universities of Ukraine)

Abstract

Ukrainian abstract: У статті наведені результати дослідження щодо визначення пріоритетних стратегічних напрямів з підвищення якості освіти університетів України. У ході розгляду стратегій розвитку та стратегічних планів університетів, які увійшли до «ТОП-200» консолідованого рейтингу України 2019 року. З’ясовано, що генеральною стратегічною метою закладів вищої освіти є підготовка конкурентоспроможних фахівців. Виокремлено двадцять найбільш популярних стратегічних цілей закладів вищої освіти щодо підвищення якості освіти та визначено частоту вживаності цих цілей. Виявлено, що найбільш вживаними стратегічними цілями для університетів України є прагнення до розвитку академічної мобільності, підвищення стандартів навчання в університеті за рахунок впровадження у навчальний процес досвіду найкращих світових навчальних закладів та залучення роботодавців до освітнього процесу.
Наведено досвід ДЗ «Луганський національний університет імені Тараса Шевченка» щодо визначення стратегічних напрямів з підвищення якості освіти. На підставі опитування студентів та співробітників університету виокремлено стратегічні цілі, які мають підвищити якість освітніх послуг та конкурентоспроможність майбутніх випускників. Зазначені стратегічні цілі характеризують прагнення професорсько-викладацького й студентського колективів в довгостроковій перспективі.

Установлено, що основними стратегічними напрямами університетів України є удосконалення внутрішньої і зовнішньої системи забезпечення контролю якості навчального процесу, що включає дотримання галузевих стандартів, ліцензування та акредитацію напрямів і спеціальностей, державну атестацію випускників, участь у державних та міжнародних рейтингах; залучення роботодавців до участі в підготовці навчальних програм, узгодження з ними освітніх і професійних стандартів; дотримання індивідуалізації та диференціації навчання обдарованої молоді; упровадження інноваційних технологій та використання в навчальному процесі досягнень вітчизняних і зарубіжних освітніх технологій.

English abstract: The article presents the results of the research on determining the priority strategic directions for improving the quality of education of Ukrainian universities. The author considered the development strategies and strategic plans of the universities, which were included in the TOP-200 of the consolidated rating of Ukraine in 2019. The author has identified the twenty most popular strategic goals of universities for improving the quality of education, and determines the frequency of implementation of these goals. It is revealed that the most commonly used strategic goals for Ukrainian universities are the pursuit of academic mobility, raising the standard of study at the university through the introduction of the experience of the world's best educational and the involvement of employers in the educational process. The author has presented the experience of the Luhansk Taras Shevchenko National University in determining strategic directions for improving the quality of education. It has been identified the strategic goals that should improve the quality of educational services and the competitiveness of future graduates by the survey of students and staff of the University. These strategic goals characterize the long-term aspirations of the professor’s and student’s teams.

It is established that the main strategic directions of Ukrainian universities are improvement of internal and external quality assurance system of educational process, including observance of industry standards, licensing and accreditation of areas and specialties, state certification of graduates, participation in national and international ratings; involvement of employers for the preparation of training programs, coordination with educational and professional standards; adherence to the individualization and differentiation of education of gifted youth; implementation of innovative technologies and use in the educational process of achievements of domestic and foreign educational technologies.
