Abstract

Despite understanding the radical changes Internet has brought to human life, the notion of “right of access to Internet” have gained scant attention until 2011. For over one decade we have observed examples of national efforts aimed at recognizing various aspects of the right to access to Internet.

This paper attempts to shed some new light on Article 19 of International Convention on Civil and Political Rights (ICCPR) in order to show how it applies to Internet access as a global network. Through principles contained in article 19 we can arrive at an important normative foundation for the individual’s right to access to Internet.

This paper studies the texts and drafting history of the freedom of expression and the right to “seek, receive, and impart information.” The main question is what extent do current human rights offer legal protection for individuals ‘access to global internet?
