Abstract

While the Internet infrastructure is holding up remarkably well during the COVID-19 crisis, our global stress test is also revealing key gaps in how industries and individuals have or have not adopted digital solutions for both regular and emergency use. We propose an initiative, a cross between the National Broadband Plan and the 9/11 Commission, that will quickly analyze digital readiness as revealed during the crisis, and provide recommendations to policymakers and industry. The goal of these recommendations will be both to respond to and, where possible, avoid future crises.
