Abstract

The outbreak of the novel coronavirus pandemic (COVID-19) and its rapid spread around the world brought the peculiar vulnerabilities within the cruise liner industry into focus. This paper considers the health regulations catering to the cruise ship and its passengers. It notes the jurisdictional gaps in international maritime regulation which may hamper the efficacy of international health regulations developed to address global public health emergencies.
