Abstract
Given insufficiently competitive wholesale electricity markets in Germany there is an ongoing discussion about the appropriate instruments of a pro-active competition policy. This study analyzes horizontal divestiture form an economic perspective. We discuss the conceptual justification of divestiture and report on selected empirical evidence on divestiture.
