Abstract

This article proposes an approach of the informational scanning making it possible to consider the construction of a tool of collecting, treatment and analysis of the weak signals. This work presents the first elements of the step aiming at building in vitro a tool for collecting and treating the weak signals, in particular by revisiting the theory which is considered here only as the result of research relative to the questions studied by practitioners, theorists and other experts of the field in connection with the various informational paradigms which are brought into play in the organizations. The contribution of other disciplinary fields, by the force of the play of the comparisons and the analogies, made it possible to determine, in a conceptual first of all and practical way then, contours of an empirical device of management of information with high added value built within a numerical space of exchange (ENE) supporting collecting, the treatment and the collective analysis of the weak signals. Contrary to the existing devices which dedicate specifically of the actors to the strategic environmental scanning, we consider that each actor, some that it is must, formed part of the system of informational scanning. The device of collecting of the weak signals is considered here like a tool for agglomeration of information with high beneficiation on the service of management. The components of an exploratory step are described here from the point of view of the role of the actors (front office), the constitution of a space of communication called numerical space of exchange (middle office) and choice of a federator responsible for the regulation of the device (back office). The operation and the empirical protocol of experimentation of the tool of scanning are approached in a last point.
