Abstract

The whole instrumental framework of the ENP is largely reminiscent of the pre-accession democracy and the Rule of Law promotion machinery, characterised by the Commission as very successful. Studying the ENP it is necessary to start with the critical assessment of this assumption of success. This contribution outlines the main drawbacks of the democracy and the rule of law promotion in the context of the preparation of the recent enlargements of the EU repeated in the ENP setting. A special emphasis is put on the possible ways to deal with the problems arising from the main findings, to make ENP more effective and efficient.
