Abstract

Tourism is a major driver of economic development for many resource-based economies, especially those with unique resources and/or location advantages. A variety of factors impact the successful development of the tourist industry. Consumers are faced with increasingly competitive choices from which to select. Governments wrestle with the conflicts between the gains from tourism and the environmental costs. Excessive tourist activities can lead to resource depletion such as water and place a burden on waste removal. In this paper, the strategies used by the Cape Verdean government to develop the tourist segment of its economy are investigated and factors for success identified.
