Abstract
This research examines the funding of social housing in Northern Ireland from a human rights perspective. In doing so, it assesses selected aspects of the social housing budget against the budget-specific obligations stemming from the International Covenant on Economic, Social and Cultural Rights (ICESCR). It thus serves as a useful example of how a human rights-based budget analysis framework can be applied in practice to evaluate state compliance with its human rights obligations. Emerging from an independent academic research project, this study’s findings are intended to support advocacy efforts and human rights-compliant political and public sector decision-making.
