Abstract
This paper, delivered in Beijing in September 2009, examines the impact of the increasing phenomenon of individual national jurisdictions seeking to criminalise internationally active cartels. It examines the deterrence rationale which runs through contemporary enforcement debate, and the unique problems that are faced when individual jurisdictions seek to challenge international cartel activity.
