Abstract

Two decisions of the National Directorate of the Green Party have come to defined contingently Colombian politics at least in the medium term. The first is the ratification of the candidacy for mayor of Enrique Peñalosa for Bogotá, despite strong opposition from important sectors of the same party, which led to a series of resignations and removals, including those of Antanas Mockus. The second decision relates to the entrance of the Green Party of National Unity, which leaves the government of Juan Manuel Santos no significant opposition to this president and outlines a possible re-election. To explain these decisions we take two theoretical tools, 1) Allison conceptual model of bureaucratic politics and 2) the critical junctures inserted in the historical sequences of path dependence in the form of self reinforcement.
