Abstract

This paper discusses how the credit repair industry became prominent in the 1980s and proposes a framework for regulating the industry and preventing incidents of fraud that were common during that period. The paper was written before amendments to the Fair Credit Reporting Act addressed several of the problems discussed in the paper.
