Abstract
Illegal video gambling is a multi-million dollar industry. The industry’s rise has been accompanied by an increase in gambling addiction, public corruption, and organized criminal activity. Many existing state gambling statues are antiquated and do not apply to video gambling devices. Even states with up-to-date gambling statutes have failed to control the proliferation of video gambling devices. This paper discusses the history of gambling, the rise of video gambling devices, problems associated with the devices, enforcement undertaken by the federal government and certain states, and a model statute for dealing with video gambling devices.
