Abstract

At the national level numerous judgments are referring to secondary EU legislative instruments, like directives and regulations. When searching for these citations however the user is confronted with low recall and precision, due to inconsistent citation practices and poorly configured search engines. After an in-depth analysis of these causes this paper describes a language- and platform neutral solution. A critical note is added on EU legislative custom and the EUR-Lex standard for referencing elements of secondary EU legislation.
