Abstract

This Comment argues that Congress should enact a broad federal shield law that would cover many citizen journalists. Specifically, it recommends that Congress follow the prudent approach to the reporter's privilege that New Jersey and California have already taken. This approach would strike an appropriate balance between encouraging access to information and maintaining effective law enforcement.
