Abstract
Sustainability is finding its way into the vocabularies of governmental administration. This essay explores the strengths of governmental sustainability by looking at a recent challenge to a 'green cement' procurement strategy adopted in the City of Dallas, Texas. This essay argues that sustainable choices add substantial value to the debate on environmental quality by converging economics with environment, despite the unavoidable consequence of changes in procurement strategies - that there will be some losers in the marketplace.
