Abstract

This article, written in 2004, reviews the Clean Air Act's new source review program and concludes that as applied to existing major emission sources it is uncertain, vague, complex and often ignored. It concludes that it should be replaced with a cap-and-trade program imposed on all industries on either a regional or national basis.
