Abstract
Harm claim thresholds, the interfering signal level that has to be exceeded before a receiver system operator can claim harm, may not be sufficient in all cases to incentivize the design and deployment of interference-tolerant radio systems. This note describes additional regulatory measures that can be taken, and provides a framework for their application.
