English Abstract: The research on social status of the disabled people in the Russian Federation is made using a combination of different methodological approaches and covering all possible databases. We make a critical review of existing statistical and sociological tools of disabled people research, developed the most adequate methodology to study socio-economic status of disabled persons and their problems, and conducted a survey of this extremely vulnerable group of the population. The research is carried out with regard to the provisions of the UN Convention on the Rights of Persons with Disabilities. We conclude that approaches to disability in current Russian statistics do not correspond to the requirements of the Convention and this information gap could not be bridged by one survey. Therefore we transform the Rosstat set of indicators for disabled people to be consistent with the Convention, we develop and test the methodology for longitudinal surveys, and recommend the Ministry of Labour of Russian Federation to implement these new tools of disabled people research.
