Abstract
The military depends on software for nearly all that it does, yet the process for developing software is fundamentally broken. Its acquisition cycle is 7-10 years, and cyber threats emerge at a much faster pace. The solution is the agile method developed in the private sector, which delivers software faster, better, and cheaper. The DoD could save billions if it adopted this method. But there are considerable cultural impediments to doing and being agile.
