Abstract
This paper presented to the 4th Commonwealth Pacific Forum of Central Agencies, on the theme "Strengthening Public Policy Development and Implementation Process", held in Samoa in May 2015, argues that the main public sector challenges in the Small Island Developing States of the Pacific Islands are to establish and maintain a clear vision, to build capability, strengthen connectivity, and to innovate judiciously.
