Abstract
There is a need now to focus on co-creation and co-production processes in Internet governance related policy discussions. This paper presents a conceptual framework from research related to such processes in other domains and highlights elements requisite for understanding these processes in the complex, cross-cultural settings of networked governance. It applies this framework to the Internet Governance Forum in 2008, a networked setting including individual, organizational and interorganizational levels for analysis, dedicated to discussing Internet governance in global perspective.
