Abstract

This paper offers an economic theory of the Designated Entity program used in spectrum auctions in the United States. Using this theory, and auction results, we evaluate the DE discounts in the Federal Communication Commission's Auction 97, and the post-auction decision by the regulatory agency to disqualify a Designated Entity.
