Abstract
Well meaning employment regulation often backfires. When the law makes it risky for employers to hire, they may do less of it. The current employment situation for Millennials - with its curious emphasis on unpaid internships as a prelude to actual employment may be in part a response to the difficulties employers face in dismissing an employee who turns out to be unsuitable. Many Millennials find they need an extensive track record of successful work - even though it is unpaid - in order to land their first paying job. This was not true for previous generations.
