China: The Trump Factor Revisited

Abstract
In a recent paper, Li & Alon (2019) provided a fundamental insight about the relationship between the Communist Party of China and the People’s Republic of China (the State). While most people assume that the two are different and distinct, Li and Alon suggest that they are one and the same from a political economy perspective. Their unusual assertion provides great clarity in understanding as to why, how, and with what intent China in the past several decades has pursued an IP policy that appears outrageous to democratic countries, and how it got away with it till US President Donald Trump stepped in to derail it. In this article, we explore the Li-Alon’s State-Party duality further to highlight certain conclusions that appear inevitable, and around which democratic nations can frame their China policy with greater assurance.
