Abstract

One of the most vexing aspects of sexual predation is the high recidivism rate, especially among sex offenders who target and victimize children. In response to recent tragedies highlighting the recidivistic tendencies of sex offenders who target children, all fifty states have enacted laws requiring persons convicted of certain designated crimes, all of which involve sexual assault, to register with local law enforcement authorities upon release from incarceration. Similarly, in May of 1996, partially due to the immense publicity that state sex offender registration laws received, Congress passed and President Clinton signed a federal sex offender registration law
