Response to the European Commission’s Public Consultation ‘A European Strategy for Data’

Abstract
With this submission, we would like to take the opportunity to respond to the European Commission’s public consultation on the Communication ‘A European strategy for data’ in our own capacity as researchers and concerned citizens.
Our submission aims to convey the following main messages that we suggest the Commission to consider when further developing its strategy:
• When designing concrete measures, abstract policy objectives have to be translated into clearly defined goals that take into account the wider context in which the measures will be implemented.
• To reap the full benefits of data-driven innovation, a holistic approach towards regulating data is necessary that proactively considers how various interests (competition, innovation, data protection) can be reconciled.
• When taking sector-specific approaches to tailor interventions to particular industries, cross-sectoral effects need to be actively considered to prevent possible undesirable consequences from occurring across the economy.
